Weak foundation

China's child safety seat legislation road

The use rate of child safety seats in developed countries is over 90%, while in China it is less than 0.1%. According to the “Shanghai Parents' Safety Knowledge Survey”, nearly 73% of parents have the willingness to purchase safety seats. Most parents think that the price of safety seats is acceptable within 1,000 yuan, especially 400-800 yuan. It is reasonable; after understanding the need for the use of child safety seats, nearly 100% of parents are in favor of legislative intervention in child safety in Shanghai.

As early as 2003, the drafting of child seat safety regulations in China was completed and entered the legislative stage in 2007. At the same time, the Automotive Standardization Institute of the China Automotive Technology and Research Center also drafted the "Children's Restraint System" standard (Child Safety Seat Standard), which is a national mandatory standard.

On November 8, 2012, the China Automotive Technology and Research Center advocated the November 8th of each year as the “Children's Safety Day”.

Since March 1, 2014, the “Shanghai Minor Protection Regulations Amendment Decision” has been implemented.
