From November 13th to 17th, the Central Fifth Ecological Environmental Protection Inspector Group conducted on-site inspections and found that the arrangement and promotion of the rectification work of Neijiang City in Sichuan Province was not in place, the construction of sewage treatment facilities was lagging behind, and the treatment of black and odorous water bodies was not in place. The water quality of the Far River is still falling.
Many sewage treatment facilities in Neijiang are not built
Neijiang City is located in the middle section of the lower reaches of the Minjiang River, an important tributary of the Yangtze River. It is an important part of the water source of the Lancang River and a key area for the prevention and control of water pollution in the Lancang River. In the first round of 2017, the Central Environmental Protection Inspector pointed out that the water resources, water environment and water ecology problems in the Lancang River were superimposed, and the key work in some areas was not promoted, and the quality of the water environment decreased significantly. The water quality of the tributaries of the Qixi River and Weiyuan River in Neijiang City in 2016 was inferior to the V category. The No. 2 sewage treatment plant in Neijiang City was not completed on schedule. The second sewage treatment plant in Weiyuan County was not completed on schedule. About 18,000 tons of domestic sewage per day was discharged directly into Weiyuan River. The centralized sewage treatment facilities in Yanling Industrial Park, Lianjie Town, Weiyuan County were not built in accordance with the requirements of the EIA, resulting in the long-term direct discharge of about 60,000 domestic sewage.
The Sichuan Provincial Inspector's rectification plan is clear: the implementation of the “Three-Year Plan for the Construction of Urban Sewage Treatment Facilities in Sichuan Provinceâ€, “Water Pollution Prevention and Control Plan of the Lancang River Basinâ€, promotes the upgrading of urban domestic sewage treatment facilities, vigorously rectifies urban black and odorous water bodies, and strengthens the river channel dam Comprehensive rectification. Before the end of December 2018, the second sewage treatment plant of Neijiang City and the centralized sewage treatment facility of Yanling Industrial Park of Lianjie Town, Weiyuan County were completed, and the second sewage treatment plant of Weiyuan County was completed and put into operation.
The overall improvement exhibition lags, and the water quality of some sections deteriorates.
The arrangement for rectification work was weak. Since 2017, the Neijiang Municipal Party Committee and the Municipal Government have been hoping to implement the comprehensive water environment management of the Lancang River Basin (Neijiang Section) with the “PPP modelâ€. However, due to too many packaging projects, the financing scale is too large, and the design of the scheme is lacking, resulting in three flow targets. In December 2017, the municipal party committee and the municipal government requested that the projects that have been included in the PPP project package should not be started without authorization, resulting in three projects including the black and odor water remediation project in the central district, the Tianjia town sewage treatment facility in Dongxing District, and the township sewage treatment plant in Longchang City. The special funds of the central and provincial governments were idle, and the requirements for completion at the end of 2018 could not be realized on time. In June 2018, when the Standing Committee of the Municipal Party Committee heard the report on the rectification of the inspectors, it still did not pay much attention to the serious lag of infrastructure rectification and the low quality. No requirements and measures for accelerating the progress were put forward.
Part of the rectification task is lagging behind. The first round of central environmental protection inspectors handed over a number of responsibility investigation issues to Sichuan Province, including the problems of the Weiyuan County Party Committee and the county government of Neijiang City due to the failure of the second sewage treatment plant and the Yanling Industrial Park sewage treatment plant to be built as required. The rectification plan put forward clear rectification requirements for these two projects, and the responsible persons were investigated for responsibility. However, the on-site inspection found that the construction of the second sewage treatment plant in Weiyuan County was still lagging behind, and it could not be completed and put into operation before the end of 2018. The sewage treatment plant of Yanling Industrial Park has not yet started. In addition, according to the requirements of the Sichuan Provincial Rectification Program, the second sewage treatment plant of Neijiang City should be completed before the end of 2018, but the current progress of the project is lagging behind and cannot be completed on schedule; the urban sewage treatment capacity should be increased by 127,300 cubic meters per day in 2018. At present, only 37,500 cubic meters/day is actually added. It should be 466 kilometers before the end of 2018, and only 141 kilometers is completed.
Black odor water body remediation is not in place. According to the requirements of the Sichuan Provincial Rectification Program, 11 black and odorous water body comprehensive treatment projects in Neijiang City should be started in 2017. Among them, Xiaoqing Longhe, Xiejiahe and Shouxi River black and odor water comprehensive treatment projects should be completed before the end of 2017. However, the inspection found that the treatment of Xiaoqinglonghe, Xiejiahe and Shouxihe black and odorous water bodies has not been completed yet. The treatment of black-and-smelling water bodies of èŸ é¾™å†² has been put on hold for the difficulty of remediation. It was not until November 2018 that sewage interception pipelines began to be laid. The other seven black and odorous water bodies have not made significant progress in comprehensive management.
The water quality of some sections is still deteriorating. According to the monitoring data, from January to October 2018, 14 of the 24 monitored sections in the Minjiang River Basin of Neijiang City were not up to standard. Among them, the average concentration of COD and ammonia nitrogen in the section of the Weiguan River Liaojiatun is still rising. The water quality of the control section of Helujiaba City to the city of Pohangkou was deteriorated from Class III to Class V. In addition, the COD and ammonia nitrogen concentrations in the black and odorous water bodies such as Gutunxi, Longjingou and Yudaixi are much higher than those of the V-type water bodies, with the highest reaching 225mg/L and 21.3mg/L, respectively, in the 79 reservoirs in the central district and Dongxing District. 64 water quality is inferior to V class.
The inspection also found that among the 57 projects listed in the Neijiang City Lanjiang River Mainstream Water Quality Compliance Scheme, 8 projects, including the Baima Park Wastewater Treatment Plant in the High-tech Zone, should be started before June 2018, and the Maanshan Old Industrial Park has not yet started. Four projects that should be completed by the end of 2017, such as waste treatment and ecological remediation, have not yet been completed.
Municipal Party Committee and Municipal Government are not working hard
The Neijiang Municipal Party Committee and the Municipal Government have failed to deploy arrangements and work in the supervision and rectification, resulting in serious delays in the progress of some rectification tasks. The quality of rectification is not high, and the water quality of some river sections is still deteriorating.
The Municipal Water Affairs Bureau, the Housing and Construction Bureau and other departments have failed to perform their duties. They are waiting to see and wait for the implementation of the rectification tasks and the pollution control of the Lancang River Basin, and there is a problem of dereliction of duty.
The inspector team will further investigate and verify the relevant situation, and follow up the relevant requirements and procedures to carry out follow-up inspection work. In case of dereliction of duty, the local investigation and accountability will be required.
