Due to the improvement of packaging, Chinese products can enter supermarkets in the international market, playing a role in protecting products and adding value, creating a large amount of foreign exchange revenue for our country. It is a gratifying thing.
Second, the role of packaging
The role of packaging is simply two basic roles: First, the protection of goods in the manufacturing, transportation, warehousing, sales, is not damaged, not bad. The second is to beautify, promote and add value to the goods. During the planned economy, China did not attach importance to packaging. The above two functions were not reflected. According to preliminary estimates, the loss caused by poor packaging in China in 1980 was more than 10 billion yuan, but now the total economic output has increased by 5 times despite the packaging. It has been greatly improved, but it is estimated that the economic losses caused by poor packing to the country are no less than 10 billion yuan. The market economy attaches great importance to packaging. It can be said that China's packaging has developed rapidly. It is the product of China’s reform and opening up and the product of the implementation of a market economy. . The packaging industry ranks the 15th in terms of output value in various industrial sectors in China. In developed industrial countries, the output value is about 4-8 in various industrial sectors. The packaging industry is a major industrial sector in all industrialized countries and has received extensive attention from the government and the economic community. From the above data, China's packaging industry and the world's advanced countries still exist quite a gap. Some products do not reach the proper packaging. The degree of damage to the product is still quite serious.
Third, on the excessive packaging
According to the "degree" to distinguish packaging, can be roughly divided into: uncomfortable packaging, moderate packaging, excessive packaging, fraudulent packaging, the first two decades, the main force of the packaging industry in China to resolve the uncomfortable packaging. The value of packaging is evident. The economic losses caused by the poor packaging of other Chinese export products are even more unacceptable.
In the past ten years, due to the introduction of a market economy in China, companies have sought to maximize profits, and some product manufacturers have become more and more aggressive in their over-packaging trend driven by interests. The occurrence of "excessive packaging" and "fraudulent packaging" of products that are sold in large quantities on the market has brought a heavy burden on consumers and brought about a great waste of resources. Therefore, members of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) represent the voice of the people of the country and have paid high attention to this issue. This is understandable. Packaging can be divided into transport packaging and sales packaging according to functional classification. Transportation packaging focuses on the protection of goods, while sales packaging focuses on the function of beautifying goods. "Excessive packaging and fraudulent packaging" is mainly reflected in sales packaging. In China, the most powerful products reflected are health foods, nutritious foods and moon cakes, but their total amount of packaging materials is not very large. Although it is not very large according to the output value, but everyone can find it, so the response is strong and should be properly resolved in a timely manner.
IV. Preliminary proposals for resolving "excessive packaging and fraudulent packaging"
1. As soon as possible on the packaging legislation.
2. Formulate relevant packaging standards, standardize the basic requirements for packaging, and limit "excessive packaging, fraudulent packaging."
3. In accordance with the packaging and packaging standards, the “over-packagingâ€, especially “fraudulent packagingâ€, shall be supervised and inspected. Penalties for “excessive packagingâ€, especially “fraudulent packaging†shall require the leadership of the national macroeconomic management department to take charge of this work. Work, specific work can be entrusted to the relevant units and industry associations. Overcome the previous problems without specific department operations.
4. Product packaging should be divided into high, medium and low grades, and the proportion should be coordinated to meet the needs of different levels of consumers.
5. Increase publicity efforts, promote green packaging, and oppose and resist “over-packagingâ€. However, at present, because there is no scientific definition of “over-packaging†that meets China's national conditions, it is recommended that the main work should focus on combating “fraudulent packagingâ€. .
